MINUTES SENATE COMMITTEE ON JURISPRUDENCE Thursday, July 10, 2003 1:00 p.m. Capitol Extension, Room E1.012 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Thursday, July 10, 2003, in the Capitol Extension, Room E1.012, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan Senator Eddie Lucio, Jr. Senator Mario Gallegos Senator Kip Averitt Senator Chris Harris Senator Todd Staples Senator Royce West ***** The chair called the meeting to order at 2:03 p.m. There being a quorum present, the following business was transacted: Senator Gallegos made a motion requesting that no vote take place until noon on Tuesday, July 15th in order to allow members time to review the written transcripts of regional redistricting hearings. The motion carried with a vote of 6 ayes, 0 nays, 1 absent, and 0 present not voting. At 2:40 p.m. Senator Duncan moved that the committee stand recessed until 2:45 p.m; without objection, it was so ordered. At 2:45 p.m. the committee reconvened and the committee heard invited testimony on congressional redistricting. The witnesses are shown on the attached list. At 3:05 p.m. Senator Gallegos assumed the chair. At 3:10 p.m. Senator Duncan resumed the chair. At 3:21 p.m. Senator Gallegos assumed the chair. At 3:49 p.m. Senator Duncan resumed the chair. At 3:56 p.m. Senator Gallegos assumed the chair. At 4:45 p.m. Senator Duncan resumed the chair. The chair laid out SB 10 and recognized the author, Senator Lindsay, to explain the bill. Senator Gallegos sent up a committee substitute; the chair recognized Senator Gallegos to explain the difference between the committee substitute and the bill as filed. Public testimony was taken. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. SB 10 was left pending before the committee.
