MINUTES SENATE COMMITTEE ON JURISPRUDENCE Monday, July 14, 2003 9:00 a.m. Capitol Extension Auditorium ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Monday, July 14, 2003, in the Capitol Extension Auditorium at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan Senator Chris Harris Senator Mario Gallegos, Jr. Senator Kip Averitt Senator Eddie Lucio, Jr. Senator Todd Staples Senator Royce West ***** The chair called the meeting to order at 9:35 a.m. There being a quorum present, the following business was transacted: At 9:38 a.m., the chair recessed until 30 minutes after the Senate adjourns. At 4:36 p.m. the committee reconvened. Senator West moved that the committee limit testimony to five minutes. The motion carried with a record vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting. The chair laid out pending business SB 10. A committee substitute had been offered at a previous hearing. Senator West moved that SB 10 do not pass but that the committee substitute for SB 10 do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nay, 0 present not voting, and 3 absent. At 4:39 p.m., public testimony resumed on pending business HB 3. Witnesses testifying and registering on HB 3 are shown on the attached list. At 4:52 p.m. Senator Gallegos assumed the chair. At 5:30 p.m., Senator Lucio presented five binders of e-mails in opposition to Redistricting and one e-mail supporting Redistricting. The meeting then continued with public testimony. At 6:43 p.m. Senator Duncan resumed the chair. At 8:04 p.m. Senator Gallegos assumed the chair. At 8:10 p.m. Senator Duncan resumed the chair. At 8:21 p.m. Senator Gallegos assumed the chair.
