         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Jurisprudence  
         was held on Friday, July 18, 2003, in the Capitol Extension  
         Auditorium at Austin, Texas.

         The chair called the meeting to order at 9:18 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair laid out pending business HB 3.   
          
         Senator Averitt laid out Plan 01314C.   
          
         Senator Wentworth was recognized to explain Plan 01314C. 
          
         At 9:25 a.m. Senator Gallegos assumed the chair.   
          
         At 9:29 a.m. Senator Duncan resumed the chair.   
          
         Senators Lucio and Gallegos offered remarks concerning Plan  
         01314C. 
          
         At 9:54 a.m. Senator Duncan announced the committee would stand  
         recessed until after adjournment of the Senate.   
          
         At 1:05 p.m. the committee reconvened.   
          
         The chair continued public testimony on HB 3.  Witnesses  
         testifying and registering on the bill are shown on the attached  
         list.           
          
         At 2:01 p.m. Senator West assumed the chair.   
  
         At 2:12 p.m. Senator Duncan resumed the chair.   
          
         At 3:14 p.m. Senator Lucio assumed the chair.   
          
         At 3:23 p.m. Senator Duncan resumed the chair.   
          
         At 3:28 p.m. Senator Averitt assumed the chair.   
          
         At 3:37 p.m. Senator Duncan resumed the chair.   
          
         At 4:48 p.m. Senator Staples assumed the chair.   
          
         At 4:50 p.m. Senator Duncan resumed the chair.   
          
         There being no further business, at 5:31 p.m. Senator Duncan  
         announced the committee would stand recessed subject to the call  
         of the chair.
