With a record vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting, the motion carried. At 9:15 a.m. Senator Lucio moved to limit witness testimony to ten minutes. With a record vote of 5 ayes, 0 nays, 2 absent, and 0 present not voting, the motion carried. The chair laid out pending business HB 3 and began invited testimony.
