MINUTES SENATE COMMITTEE ON JURISPRUDENCE Wednesday, July 23, 2003 9:00 a.m. Capitol Extension Auditorium ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Wednesday, July 23, 2003, in the Capitol Extension Auditorium at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Robert Duncan None Senator Mario Gallegos Senator Kip Averitt Senator Chris Harris Senator Eddie Lucio, Jr. Senator Todd Staples Senator Royce West ***** The chairman called the meeting to order at 9:42 a.m. There being a quorum present, the following business was transacted: The chairman laid out pending business HB 3. At 9:43 a.m. Senator Staples offered opening statements on Plan 01327C. The committee proceeded to discuss the plan. The committee heard invited testimony, shown on the attached list. At 10:19 a.m. Senator Gallegos assumed the chair. At 10:22 a.m. Senator Duncan resumed the chair. Senator Staples sent up a committee substitute to HB 3 (Plan 01327C). Senator Staples moved to adopt the committee substitute. The motion carried with a record vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent. Senator Staples moved that HB 3 do not pass but that CSHB 3 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 3 nays, 0 present not voting, and 0 absent. Senators Harris, West, Lucio, Gallegos, Averitt, Staples offered closing statements. The chairman offered closing statements. There being no further business, at 11:11 a.m. Senator Duncan moved that the Committee stand recessed subject to the call of the chair.
