Senator Gallegos moved that the committee limit testimony to three minutes. The motion carried with a record vote of 6 ayes, 0 nays, and 1 present not voting. The chair laid out SB 9 and recognized the author, Senator Nelson, to explain the bill. Senator Harris sent up a committee substitute; the chair recognized Senator Nelson to explain the difference between the committee substitute and the bill as filed. Senator Harris moved adoption of the committee substitute; without objection, it was so ordered. Public testimony was heard on CSSB 9.
