MINUTES SENATE COMMITTEE ON GOVERNMENT ORGANIZATION Wednesday, February 5, 2003 1:00 p.m. Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Wednesday, February 5, 2003, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Rodney Ellis Senator Jeff Wentworth Senator Kenneth Armbrister Senator Teel Bivins Senator Kim Brimer Senator Bill Ratliff Senator John Whitmire ***** The Chair called the meeting to order at 1:05p.m. There being a quorum present, the following business was transacted: The following members arrived after the roll was called: Senator Teel Bivins Senator John Whitmire The Chair laid out the proposed committee rules. Senator Armbrister moved that the proposed committee rules be adopted. The motion carried with a vote 6 ayes, 0 nays, 0 present not voting and 1 absent. Ruthie Ford, representing Office of Comptroller, testified on the Total Impact for all six statewide performance reviews, E-Texas Report Scorecard and E-Texas Report Savings and Revenue Gains. The Chair interrupted Ford's testimony to recognize Lieutenant Governor Dewhurst. Lt. Governor Dewhurst commented on the committee's charge and experience of the committee he appointed to help state leaders find ways to save money and reorganize government. After the Lt. Governor's comments, Ford continued with her testimony. Joey Longley, representing Sunset Advisory Commission, testified on the 2003 Sunset Review and Sunset Report Card. Senator Ratliff asked for clarification on the rule regarding amendments to tax bills or Sunset bills (Rule 7.16). Parliamentarian, Walter Fisher, will confer with Senator Ellis' staff and get back with members regarding the rule. There being no further business, at 2:07 p.m., Senator Ellis moved that the Committee stand recessed subject to the call of the Chair.
