MINUTES SENATE COMMITTEE ON GOVERNMENT ORGANIZATION Monday, May 19, 2003 8:00 a.m. Capitol Extension, Room E1.016 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Monday, May 19, 2003, in the Capitol Extension, Room E1.016, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Rodney Ellis Senator Jeff Wentworth Senator Kim Brimer Senator Kenneth Armbrister Senator Teel Bivins Senator Bill Ratliff Senator John Whitmire ***** The chair called the meeting to order at 8:00 a.m. The following business was transacted: Senator Brimer assumed the chair. The chair laid out CSSB 1952 and recognized the author, Senator Ellis, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Ellis moved that the Committee stand recessed until 10:30 a.m. today. At this time, the committee, will vote out the bill. The following business was transacted: Senator Armbrister assumed the chair. Senator Ellis sent up CSSB 1952. Senator Ellis adopted CSSB 1952; without objection, it was so ordered. Senator Ellis moved that CSSB 1952 do not pass but that CSSB 1952 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. There being no further business, Senator Ellis moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Ellis Senator Wentworth Senator Armbrister Senator Bivins Senator Ratliff Senator Brimer Senator Whitmire ***** The chair calls the committee back to order at 10:55 a.m. The following business was transacted: Senator Armbrister assumed the chair. Senator Ellis would like to reconsider the vote by which CSSB 1952 was passed and adopted. Senator Ratliff sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Ratliff requested unanimous consent to roll the amendment into a committee substitute; without objection, it was so ordered. Senator Ellis then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Ellis moved that CSSB 1952 do not pass but that CSSB 1952 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. Senator Wentworth sent in his "motion in writing" - voting "aye"on CSSB 1952. Senator Wenworth's vote is reflected in the final vote count. There being no further business, Senator Ellis moved that the Committee stand recessed subject to the call of the chair.
