Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Government
Organization was held on Tuesday, July 8, 2003, in the Betty
King Committee Hearing Room, 2E.20, at Austin, Texas.

The chair called the meeting to order at 1:50 p.m. There being
a quorum present, the following business was transacted:
Senator Armbrister moved adoption of the rules for the 1st call
of the special session. Senator Armbister moved that these same
rules stand for the interim; without objection, it was so
ordered.
Senator Brimer assumed the chair.
The chair laid out SB 19 and recognized the author. Senator
Ellis sent up CSSB 19; the chair recognized Senator Ellis to
explain the difference between the committee substitute and the
bill as filed. Senator Ellis sent up Committee Amendment 1 and
moved adoption; without objection, the amendment was adopted.
Senator Ellis sent up Committee Amendment 2 and moved adoption;
without objection, the amendment was adopted. Senator Ellis sent
up an amendment to amendment 2 and moved adoption; without
objection, the amendment was adopted.
Senator Wentworth assumed the chair.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Ellis
moved that SB 19 be left pending; without objection, it was so
ordered.
Senator Brimer resumed the chair.
Senator Wentworth assumed the chair.
The chair laid out SB 22 and recognized the author, Senator
Ellis, to explain the bill. Senator Ellis sent up a committee
substitute; the chair recognized Senator Ellis to explain the
difference between the committee substitute and the bill as
filed. Senator Wentworth moved adoption of the committee
substitute; without objection, it was so ordered. No witnesses
testified or registered on the bill. The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Ellis moved that CSSB 22 be left
pending; without objection, it was so ordered.
Senator Ellis assumed the chair.
The chair laid out SB 29 and recognized the author, Senator Whitmire, to explain the bill. No witnesses
testified or registered on the bill. The chair moved that the public testimony be closed; without objection,
it was so ordered. Senator Whitmire moved that SB 29 be left pending; without objection, it was so ordered.
There being no further business, Senator Ellis moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
