MINUTES SENATE COMMITTEE ON GOVERNMENT ORGANIZATION Monday, July 14, 2003 1:00 p.m. or upon adjournment Betty King Committee Hearing Room, 2E.20 ***** Pursuant to a suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Monday, July 14, 2003, in the Betty King Committee Hearing Room, 2E.20, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Rodney Ellis Senator Teel Bivins Senator Jeff Wentworth Senator Kenneth Armbrister Senator Kim Brimer Senator Bill Ratliff Senator John Whitmire ***** The chair called the meeting to order at 1:55 p.m. There being a quorum present, the following business was transacted: Senator Whitmire assumed the chair. The chair laid out HB 53 and recognized the Senate sponsor, Senator Ellis, to explain the bill. Senator Ellis sent up a committee substitute; the chair recognized Senator Ellis to explain the difference between the committee substitute and the bill as filed. Senator Ellis sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Brimer sent up Committee Amendment 2 and moved adoption; without objection, the amendment was adopted Senator Armbrister sent up Committee Amendment 3 and moved adoption; without objection, the amendment was adopted. Senator Armbrister sent up Committee Amendment 4 and moved adoption; without objection, the amendment was adopted. Senator Wentworth sent up Committee Amendment 5 and moved adoption; without objection, the amendment was adopted. Senator Ellis sent up Committee Amendment 6 and moved adoption; without objection, the amendment was adopted. Senator Whitmire requested unanimous consent to roll the amendments into a committee substitute; without objection, it was so ordered. Senator Whitmire then moved that the committee substitute be adopted; without objection, it was so ordered. No witnesses testified or registered on the bill. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Whitmire moved that HB 53 do not pass but that CSHB 53 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. There being no further business, Senator Whitmire moved that the Committee stand at ease subject to the call of the chair.
