MINUTES SENATE COMMITTEE ON GOVERNMENT ORGANIZATION Friday, July 18, 2003 10:00 a.m. or upon adjournment At Senator Ellis' desk ***** Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Committee on Government Organization was held on Friday, July 18, 2003, At Senator Ellis' desk ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Rodney Ellis None Senator Jeff Wentworth Senator Kenneth Armbrister Senator Teel Bivins Senator Kim Brimer Senator Bill Ratliff Senator John Whitmire ***** The chair called the meeting to order at 11:40 a.m. There being a quorum present, the following business was transacted: The chair laid out HB 82 and recognized Senator Armbrister, in the absence of the Senate sponsor, Senator Duncan, to explain the bill. Senator Ellis sent up a committee substitute; the chair recognized Senator Ellis to explain the difference between the committee substitute and the bill as filed. Senator Ellis moved adoption of the committee substitute; without objection, it was so ordered. No witnesses testified or registered on the bill. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Ellis moved that HB 82 do not pass but that CSHB 82 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 0 nay, 0 present not voting, and 1 absent. Senator Armbrister assumed the chair. The chair laid out SB 22 and recognized the author, Senator Ellis, to explain the bill. Senator Ellis sent up a committee substitute; the chair recognized Senator Ellis to explain the difference between the committee substitute and the bill as filed. Senator Ellis moved adoption of the committee substitute; without objection, it was so ordered. Witnesses testified and/or registered on the bill are shown on the attached list dated July 8, 2003 (the original hearing date of the SB 22). Public testimony was closed on July 8th and was not re-opened today. Senator Armbrister moved that SB 22 do not pass but that CSSB 22 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 0 absent. There being no further business, Senator Armbrister moved that the Committee stand recessed subject to the call of the chair.
