         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, February 3, 2003, in the Senate Chamber at  
         Austin, Texas.

         Chairman Ratliff called the meeting to order at 2:45 p.m.  There  
         being a quorum present, the following business was transacted: 
          
         Chairman Ratliff asked Lori Friedman, General Counsel,  to  
         introduce committee staff. 
          
         Senator Harris moved to adopt the committee rules.  Chairman  
         Ratliff asked the members if they had any questions regarding  
         the rules that had been previously distributed to the members'  
         offices.  There being no questions and no objection, the  
         committee rules as distributed were adopted. 
          
         There being no further business, Senator Staples moved the  
         committee stand adjourned.  There being no objection, the  
         committee adjourned at 2:50 p.m., Monday, February 3, 2003.
