MINUTES SENATE COMMITTEE ON STATE AFFAIRS Tuesday, April 15, 2003 8:00 a.m. Capitol Extension Auditorium ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Tuesday, April 15, 2003, in the Capitol Extension Auditorium at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Bill Ratliff None Senator Todd Staples Senator Kenneth Armbrister Senator Robert Duncan Senator Rodney Ellis Senator Troy Fraser Senator Chris Harris Senator Frank Madla Senator Jane Nelson ***** Chairman Ratliff called the meeting to order at 8:00 a.m., and opened the public testimony portion on Article 6 of HB 4. At the conclusion of testimony, the chairman moved that public testimony on Article 6 be closed; without objection, it was so ordered. The chairman opened the public testimony portion on Article 7 of HB 4. At the conclusion of testimony, the chairman moved that public testimony on Article 7 be closed; without objection, it was so ordered. The chairman opened the public testimony portion on Article 8 of HB 4. At the conclusion of testimony, the chairman moved that public testimony on Article 8 be closed; without objection, it was so ordered. The chairman opened the public testimony portion on Article 9 of HB 4. At the conclusion of testimony, the chairman moved that public testimony on Article 9 be closed; without objection, it was so ordered. At 10:05 a.m., the chairman indicated that with the Texas Senate convening at 11:00 a.m., he did not want to start Article 10 until after adjournment of the senate. The chairman then opened the public testimony portion on Article 11 of HB 4. Testimony was taken and the chairman left testimony open on Article 11. Chairman Ratliff then opened the public testimony portion on Article 12 of HB 4. Testimony was taken and the chairman left testimony open on Article 12. At 10:40 a.m., Senator Ratliff moved that the committee stand recessed until after adjournment of the Senate; without objection, it was so ordered. At 3:00 p.m. the committee reconvened, and the chairman preceded to take more testimony on Article 11 which was left open during the morning session. At the conclusion of testimony, the chairman moved that public testimony on Article 11 be closed; without objection, it was so ordered. As with the preceding article, the chairman took additional testimony on Article 12 which was left open during the morning session. At the conclusion of testimony, the chairman moved that public testimony on Article 12 be closed; without objection, it was so ordered. Chairman Ratliff then opened the public testimony portion on Article 10 of HB 4. Witnesses testifying and registering on the bill during today's hearing are shown on the attached list. At 7:32 p.m., the chairman halted testimony and announced that the committee would pick up testimony on Article 10 at 8:00 a.m., Wednesday, April 16, 2003, in the auditorium. Senator Ratliff moved that the Committee stand recessed subject to the call of the chair.
