         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Wednesday, April 16, 2003, in the Capitol Extension  
         Auditorium at Austin, Texas.

         Chairman Ratliff called the meeting to order at 8:00 a.m.  A  
         quorum was established, and the chairman preceded to continue  
         taking testimony on Article 10 of HB 4.   
          
         Prior to reading several witness cards into the record, the  
         chairman announced that the committee would continue hearing HB  
         4 on Tuesday (4/22), Wednesday (4/23), and Thursday (4/24) of  
         next week.  Testimony on Article 10 continued. 
          
         At 9:55 a.m., Chairman Ratliff moved that the committee stand  
         recessed until after adjournment of the senate; without  
         objection, it was so ordered.   
          
         At 1:30 p.m., the committee reconvened and continued the public  
         testimony portion on Article 10 of HB 4.  Witnesses testifying  
         and registering on the bill during today's hearing are shown on  
         the attached list.  The following senators assumed the chair for  
         very brief period(s) at different times throughout the duration  
         of the hearing:  Senators Nelson, Staples, and Ellis. 
          
         Later in the hearing, the chairman announced that all witnesses  
         who had signed up to testify on Article 10 would be heard before  
         the committee recessed, with the exception of Mike Hull (TAPA)  
         and Tommy Jacks (TTLA), who would testify before the committee  
  
         at the next meeting to be held on Tuesday, April 22, 2003, at  
         8:00 a.m. 
          
         At the conclusion of testimony, with the exception noted above,  
         at 7:43 p.m., Chairman Ratliff moved that the committee stand  
         recessed subject to the call of the chair.  Without objection,  
         it was so ordered.
