MINUTES SENATE COMMITTEE ON STATE AFFAIRS Monday, May 5, 2003 8:00 a.m. Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, May 5, 2003, in the Senate Chamber at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Bill Ratliff Senator Robert Duncan Senator Todd Staples Senator Kenneth Armbrister Senator Rodney Ellis Senator Troy Fraser Senator Chris Harris Senator Frank Madla Senator Jane Nelson ***** Chairman Ratliff called the meeting to order at 8:02 a.m. There being a quorum present, the following business was transacted: The chairman passed the gavel to Senator Staples who laid out the committee substitute for HB 4. Chairman Ratliff resumed the chair and announced that testimony would be taken on any or all items a witness wished to cover; there will be no time limits imposed. The chairman opened public testimony, and began taking testimony on the substitute. At 10:37 a.m., Chairman Ratliff moved that the committee stand recessed until 30 minutes after adjournment of the Senate; without objection, it was so ordered. At 4:30 p.m., the committee reconvened and continued taking public testimony on the committee substitute for HB 4. At 5:45 p.m., the chairman stopped taking testimony on the committee substitute for HB 4, and laid out, as pending business (posting rule suspended on the floor), SB 563. Senator Madla moved that SB 563 do not pass but that CSSB 563 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 1 nay, 0 present not voting, and 3 absent. At 5:47 p.m., testimony on the committee substitute for HB 4 resumed. Witnesses testifying and registering on the substitute during today's hearing are shown on the attached list. For a brief period of time during the afternoon session, Senator Staples was in the chair. At 7:50 p.m. Chairman Ratliff moved that the Committee stand recessed until 8:00 a.m., Tuesday, May 6, 2003, when the committee would meet again to continue taking testimony on the committee substitute for HB 4; the chairman announced that the committee would meet in the Extension Auditorium.
