         Pursuant to suspension of Senate Rule 11.18, a public hearing of  
         the Senate Committee on State Affairs was held on Friday, May 9,  
         2003, on the Senate Floor, at Senator Staples' desk at Austin,  
         Texas.

         Vice Chairman Staples, the acting chair, called the meeting to  
         order at 12:31 p.m.  There being a quorum present, the following  
         business was transacted:   
          
         Senator Staples laid out, as pending business, SB 319 as  
         substituted (the substitute was adopted at the May 8th hearing).  
         Senator Armbrister moved that SB 319 do not pass but that CSSB  
         319 be reported back to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a record  
         vote of 5 ayes, 0 nay, 0 present not voting, and 4 absent.   
         Senator Harris moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         Senator Staples laid out, as pending business, SB 1243 as  
         amended (Committee Amendment 2 was adopted at the May 8th  
         hearing).  At 12:35 p.m., Senator Harris assumed the chair.   
         Senator Armbrister sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  Senator  
         Armbrister moved that the amendments be rolled into a  
         substitute, that the substitute be adopted, and that SB 1243 do  
         not pass but that CSSB 1243 be reported back to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a record vote of 5 ayes, 0 nay, 0 present not  
         voting, and 4 absent.   
          
         There being no further business, at 12:40 p.m.,  Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
