Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on Natural
Resources was held on Tuesday, March 25, 2003, in the Capitol
Extension, Room E1.012, at Austin, Texas.

Senator Estes called the meeting to order at 2:45 p.m. There
being a quorum present, the following business was transacted:
Senator Estes laid out SB 824. He called Admiral Bobby Inman
to testify. After Admiral Inman testified Senator Estes had the
committee stand at ease.
At 2:55 p.m. Senator Armbrister assumed the chair. Senator
Armbrister temporarily laid SB 824 on the table to await the
author.
The chair laid out SB 710 and recognized the author, Senator
Jackson, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Jackson moved that SB 710
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 11 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Jackson moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senators Hinojosa, Shapiro and Staples requested unanimous
consent to be shown voting aye on SB 710; without objection, it
was so ordered.
The chair laid out SB 934 and recognized the author, Senator
Jackson, to explain the bill. Witnesses testifying and
registering on the bill are shown on the attached list. The
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Jackson moved that SB 934
be reported favorably to the Senate with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 11 ayes, 0 nay, 0 present not voting, and 0 absent.
Senator Jackson moved that the bill be recommended for placement
on the Local & Uncontested Calendar; without objection, it was
so ordered.
Senators Hinojosa, Shapiro and Staples requested unanimous

Lindsay, to explain the bill. Senator Lindsay sent up a
committee substitute; the chair recognized Senator Lindsay to
explain the difference between the committee substitute and the
bill as filed. Senator Lindsay moved adoption of the committee

At 3:40 p.m. Senator Staples assumed the chair.
The chair laid out SB 619 and recognized the author, Senator
Armbrister, to explain the bill. Senator Armbrister sent up
Committee Amendment 1 and moved adoption; without objection, the
amendment was adopted. Witnesses testifying and registering on
the bill are shown on the attached list. The chair moved that
the public testimony be closed; without objection, it was so
ordered. Senator Armbrister requested unanimous consent to
roll the amendment into a committee substitute; without
objection, it was so ordered. Senator Armbrister moved that SB
619 be left pending; without objection, it was so ordered.
At 3:50 p.m. Senator Armbrister resumed the chair.
The chair laid out SB 1053 and recognized the author, Senator
Duncan, to explain the bill. Senator Duncan sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Witnesses testifying and registering on the bill
are shown on the attached list. The chair moved that the public
testimony be closed; without objection, it was so ordered.
Senator Duncan requested unanimous consent to roll the amendment
into a committee substitute; without objection, it was so
ordered. Senator Duncan then moved that the committee
substitute be adopted; without objection, it was so ordered.
Senator Duncan moved that SB 1053 do not pass but that CSSB 1053
be reported back to the Senate with the recommendation that it
do pass and be printed. The motion carried with a record vote
of 11 ayes, 0 nay, 0 present not voting, and 0 absent. Senator
Duncan moved that the bill be recommended for placement on the
Local & Uncontested Calendar; without objection, it was so
ordered.

Senator Armbrister moved that SB 824 be left pending at the
request of the author; without objection, it was so ordered.
There being no further business, at 7:30 p.m. Senator Armbrister
moved that the Committee stand recessed subject to the call of
