         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Natural  
         Resources was held on Thursday, May 22, 2003, in the Capitol

         The chair called the meeting to order at 10:20 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         At 10:20 a.m. Senator Jackson assumed the chair.

         Counsel to Senator Armbrister, in the absence of the Senate  
         sponsor, to explain the bill.  Witnesses testifying and
