         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Tuesday, April 13, 2004, in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 1:05 p.m.  The  
         following business was transacted:   
          
         The Chair welcomed Committee members and gave opening remarks. 
          
         The Chair opened the floor to invited testimony. 
          
         The Chair opened the floor to public testimony. 
          
         Witnesses testifying on charge # 7 are shown on the attached  
         list.   
          
         A quorum was established at 1:42 p.m. 
          
         Senator Janek moved adoption of the interim committee rules.   
         Without objection, the rules were adopted. 
          
         The Chair closed public testimony.  
          
         There being no further business, at 2:25 p.m. Senator Janek  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
