         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Health &  
         Human Services was held on Tuesday, April 20, 2004, in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 9:00 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Lindsay moved adoption of the minutes from the previous  
         hearing held on April 13, 2004; without objection, it was so  
         ordered.   
          
         The Chair opened the floor to invited testimony relating to the  
         Committee's charge regarding Federally Qualified Health Centers. 
          
         The Chair opened the floor to public testimony.  Witnesses  
         testifying and registering are shown on the attached list.   
          
         At 9:35 a.m., the Chair ordered that the Committee stand  
         recessed until 30 minutes after adjournment of the Senate. 
          
         The Committee reconvened at 12:55 p.m. 
          
         The Chair opened the floor to invited testimony relating to the Committee's charge regarding facility licensing and patient safety. 
          
         The Chair opened the floor to public testimony.  Witnesses testifying and registering are shown on the  
         attached list.   
          
         There being no further business, at 2:30 p.m. Senator Eltife moved that the Committee stand recessed subject  
  
         to the call of the Chair.  Without objection, it was so ordered.
