MINUTES Monday, February 10, 2003 10:00 a.m. Capitol Extension, Room E1.028 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Infrastructure Development and Security Committee was held on Monday, February 10, 2003, in the Capitol Extension, Room E1.028, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Steve Ogden Senator Jeff Wentworth Senator Gonzalo Barrientos Senator Bob Deuell Senator Rodney Ellis Senator Jon Lindsay Senator Frank Madla Senator Florence Shapiro Senator Eliot Shapleigh ***** The chair called the meeting to order at 10:00 a.m. There being a quorum present, the following business was transacted: The chair announced the appointment of a Special Select Subcommittee to be chaired by Senator Wentworth, with Senator Deuell and Senator Shapleigh serving as subcommittee members. The chair referred SB 172 and SB 199 to the subcommittee for further consideration. The committee considered the approval of committee minutes from the previous hearing on February 3, 2003. Senator Madla moved for approval, and Senator Deuell seconded the motion. There being no objection, the committee minutes were approved. The chair laid out SB 165 and recognized the author, Senator Carona, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. Senator Shapleigh sent up Committee Amendment 1 and moved adoption; without objection, the amendment was adopted. Senator Ogden requested unanimous consent to incorporate the amendment into a committee substitute; without objection, it was so ordered. Senator Ogden then moved that the new committee substitute be adopted; without objection, it was so ordered. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Ogden moved that SB 165 be left pending; without objection, it was so ordered. The chair laid out SB 193 and recognized the author, Senator Barrientos, to explain the bill. The chair also recognized Senator Jackson for comments on the bill. Witnesses testifying and registering on the bill are shown on the attached list.
