         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Infrastructure Development  
         and Security Special Select Subcommitee was held on Tuesday,  
         March 4, 2003, in the Capitol Extension Auditorium at Austin,  
         Texas.

         The chair called the meeting to order at 2:11 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         The chair then discussed the charges given to the subcommittee. 
          
         The subcommittee then heard invited testimony (witness list  
         attached). 
          
         The chair then recognized Senator Ogden for comments on the  
         issue of homeland security. 
          
         The subcommittee then discussed bills which have been referred  
         to the subcommittee. 
          
         There being no further business, at 2:44 p.m. Senator Wentworth  
         moved that the subcommittee be adjourned. Without objection, it  
         was so ordered.
