         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the was held on Thursday, March 27,  
         2003, in the Senate Chamber at Austin, Texas.

         The chair called the meeting to order at 1:34 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Shapleigh moved adoption of the minutes from the  
         previous hearing held on March 4, 2003; without objection, it  
         was so ordered.   
          
         The chair laid out SB 425 and recognized the author, Senator  
         Carona, to explain the bill.  Senator Deuell sent up a committee  
         substitute; the chair recognized Senator Carona to explain the  
         difference between the committee substitute and the bill as  
         filed.  Witnesses testifying and registering on the bill are  
         shown on the attached list.  Senator Wentworth moved that SB 425  
         be left pending; without objection, it was so ordered.   
          
         The chair laid out SB 762 and recognized the author, Senator  
         Lindsay, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair closed public testimony; without objection, it was so  
         ordered.   
          
         The chair laid out SB 763 and recognized the author, Senator

         The chair laid out SB 764 and recognized the author, Senator

         The chair laid out SB 809 and recognized the author, Senator  
         Harris, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair closed public testimony; without objection, it was so  
         ordered.    
          
         The chair laid out SB 711 and recognized the author, Senator  
         Jackson, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair closed public testimony; without objection, it was so  
         ordered.   
          
         The chair laid out SB 425 which was left pending earlier in the  
         hearing.  James LaBas, representing Comptroller's Office,  
         testified on the bill.  Senator Shapleigh moved adoption of the  
         committee substitute; without objection, it was so ordered.    
         Senator Shapleigh  moved that SB 425 do not pass but that CSSB  
         425 be reported back to the committee with the recommendation  
         that it do pass.  The motion carried with a record vote of 3  
         ayes, 0 nay, 0 present not voting, and  0 absent.  The following  
         committee members requested unanimous consent to be shown voting  
         aye on CSSB 425:  Senator Deuell.  Without objection, it was so  
         ordered.    
          
         The committee heard invited testimony by Missy Cary, Chief of  
         Open Records Division of the Office of Attorney General. 
          
         At 3:15 p.m. Senator Shapleigh assumed the chair.   
          
         The chair laid out SB 872 and recognized the author, Senator  
         Wentworth, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         chair closed public testimony; without objection, it was so  
         ordered.    
         The chair laid out SB 980 and recognized the author, Senator  
         Wentworth, to explain the bill.  Witnesses testifying and

         chair closed public testimony; without objection, it was so  
         ordered.  
          
         The chair laid out SB 647 and recognized the author, Senator  
         Wentworth, to explain the bill.  Witnesses testifying and

         chair closed public testimony; without objection, it was so  
         ordered.  
          
         At 3:45 p.m. Senator Wentworth resumed the chair.   
          
         Senator Wentworth moved that SB 762, SB 763, SB 764, SB 809, SB  
         711, SB 872, SB 980,    SB 647 be left pending, without  
         objection, it was so ordered. 
  
         There being no further business, at 3:46 p.m. Senator Wentworth  
         moved that the Subcommittee stand recessed subject to the call  
         of the chair.  Without objection, it was so ordered.
