Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Infrastructure Development
and Security Committee was held on Monday, April 14, 2003, in
the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 10:05 a.m. There being
a quorum present, the following business was transacted:
Senator Lindsay moved adoption of the minutes from the previous
hearing held on April 7, 2003; without objection, it was so
ordered.
The chair referred the following bill to the Special Select
Subcommittee for further consideration: HB 1191 by
Allen/Wentworth, relating to the confidentiality of certain
sensitive information.
The chair laid out SB 425, relating to the marketing and sale of
prestige and specialized license plates, and recognized Senator
Wentworth, in the absence of the author, to explain the bill.
Senator Wentworth moved adoption of the subcommittee report for
SB 425. Senator Wentworth then withdrew the motion for the
adoption of the subcommittee report for SB 425, and moved to
leave the bill pending in the Special Select Subcommittee;
without objection, it was so ordered.
The chair laid out SB 485, relating to the use of exclusive
development agreements by an intermunicipal commuter rail
district, and recognized the author, Senator Barrientos, to
explain the bill. The chair moved that the bill be left
pending, awaiting public testimony; without objection, it was so
ordered.
The chair laid out SB 1504, relating to the duties and authority
of the Texas Motor Vehicle Board, and recognized the author,
Senator Harris, to explain the bill. Senator Shapiro sent up

attorney in certain motor vehicle transfers, and recognized the

adoption of the committee substitute; without objection, it was
