MINUTES Friday, May 2, 2003 12:00 p.m. or upon adjournment Capitol Extension, Room E1.028 ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Infrastructure Development and Security Committee was held on Friday, May 2, 2003, in the Capitol Extension, Room E1.028, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Steve Ogden Senator Rodney Ellis Senator Gonzalo Barrientos Senator Frank Madla Senator Bob Deuell Senator Florence Shapiro Senator Jon Lindsay Senator Eliot Shapleigh Senator Jeff Wentworth ***** The chair called the meeting to order at 3:07 p.m. There being a quorum present, the following business was transacted: The chair laid out SB 1927 by Ogden, relating to the construction, acquisition, financing, maintenance, management, operation, ownership, and control of transportation facilities and the progress, improvement, policing, and safety of transportation in the state, which had been left pending at a previous hearing. At 3:15 p.m. Senator Barrientos assumed the chair. The chair laid out SB 1447 by Shapiro, relating to the creation and implementation of the driver responsibility program, and recognized Senator Ogden, in the absence of the author, to explain the bill. The committee then took testimony on Article V of SB 1927, relating to driver responsibility and SB 1447 concurrently. Witnesses testifying and registering on the bills are shown on the attached list. The chair laid out SB 870 by Shapiro, relating to the disposition of certain fees in connection with driver's licenses to the credit of the Texas mobility fund for highway and transportation purposes, which had been left pending at a previous hearing. The committee then took testimony on Article VII of SB 1927, relating to DPS drivers license fees and SB 870 concurrently. Witnesses testifying and registering on the bills are shown on the attached list. The committee heard testimony on the following Articles of SB 1927: Article VIII, relating to bonding, Article XII, relating to court costs, and Article XIII, relating to general provisions and effective date. The chair moved that the public testimony on SB 1927, SB 1447, and SB 870 be closed; without objection, it was so ordered. Senator Barrientos moved that SB 1927, SB 1447 and SB 870 be left pending; without objection, it was so ordered. At 4:13 p.m. Senator Ogden resumed the chair. There being no further business, at 4:15 p.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.
