Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Infrastructure Development
and Security Committee was held on Monday, May 19, 2003, in the
Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:08 a.m. There being
a quorum present, the following business was transacted:
At 9:11 a.m. Senator Shapiro assumed the chair.
The chair laid out HB 3588, relating to the construction,
acquisition, financing, maintenance, management, operation,
ownership, and control of transportation facilities and the
progress, improvement, policing, and safety of transportation in
the state, and recognized the Senate sponsor, Senator Ogden, to
explain the bill. Senator Shapiro moved that HB 3588 be left
pending; without objection, it was so ordered.
At 9:15 a.m. Senator Ogden resumed the chair.
At 9:20 a.m. Senator Shapiro assumed the chair.
The chair laid out HB 3017, relating to the organization,
administration, and validation of the creation and certain
action of a coordinated county transportation authority, and
recognized the Senate sponsor, Senator Nelson, to explain the
bill. Senator Shapiro sent up a committee substitute; the chair
recognized Senator Nelson to explain the difference between the
committee substitute and the bill as filed. Witnesses

imposed for the use of certain public
transportation systems; providing penalties, and recognized

Senator Lindsay moved adoption of the minutes from the previous
hearing held on May 15, 2003; without objection, it was so
ordered.
