Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Infrastructure Development
and Security Committee was held on Wednesday, May 21, 2003, in
the Capitol Extension, Room E1.016, at Austin, Texas.

The chair called the meeting to order at 8:35 a.m. There being
a quorum present, the following business was transacted:
Senator Ogden moved that Articles 5, 7, and 12 of HB 3588 be
referred to the Special Select Subcommittee for further
consideration; without objection, it was so ordered.
Senator Ogden moved that the committee stand recessed for 5
minutes; without objection, it was so ordered.
The chair reconvened the hearing at 8:39 a.m.
The chair laid out HB 814, relating to motor vehicle financial
responsibility; providing penalties, and recognized Senator
Bivins. Senator Ogden sent up a committee substitute; the chair
recognized Senator Bivins to explain the difference between the
committee substitute and the bill as filed. Witnesses
testifying and registering on the bill are shown on the attached
list.
At 9:11 a.m. Senator Barrientos assumed the chair. Public

At 9:34 a.m. Senator Wentworth assumed the chair.

distribution of state grants to public transportation providers,
and recognized the Senate sponsor, Senator Staples, to explain

The chair laid out HJR 28, proposing a constitutional amendment
providing for authorization of the issuing of notes or the
borrowing of money on a short-term basis by a state
transportation agency for transportation-related projects, and
recognized the Senate sponsor, Senator Lucio, Jr., to explain

statewide public transportation by the Texas Transportation
