Pursuant to suspension of Senate Rule 11.18, a public hearing of
the Special Select Subcommittee was held on Thursday, May 22,
2003, in the Sam Houston Building, Room 210 at Austin, Texas.

Senator Jeff Wentworth called the meeting to order at 7:20 p.m.
There being a quorum present, the following business was
transacted:
Senator Wentworth laid out Articles 5, 7 and 24 of HB 3588.
Witnesses testifying and registering on the bill are shown on
the attached list. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Wentworth
moved that amendments for these articles be discussed for
recommendation for inclusion in the floor amendment.
At 8:00 p.m. Senator Deuell assumed the chair.
Senator Wentworth sent up Committee Amendment 1 by Wentworth and
moved that it be recommended for inclusion in the floor
amendment; without objection, the amendment will be recommended.
At 8:05 p.m. Senator Wentworth resumed the chair.
Senator Deuell sent up Committee Amendment 14 by Deuell and
moved that it be recommended for inclusion in the floor
amendment; without objection, the amendment will be recommended.
Suzanne Bellsnyder, a member of Senator Shapiro's staff, was
called upon to explain Committee Amendment 15 by Shapiro.
Senator Wentworth moved that it be recommended for inclusion in
the floor amendment; without objection, the amendment will be
recommended.
Harold Oliver, a member of Senator Madla's staff, was called
upon to explain Committee Amendment 29 by Madla. Senator
Wentworth moved that it be recommended for inclusion in the
floor amendment; without objection, the amendment will be
recommended.
Senator Deuell sent up Committee Amendment 33 by Lindsay and
moved that it be left pending; without objection, the amendment
will be left pending.
Senator Deuell sent up Committee Amendment 36 by Ellis and moved
that it be left pending; without objection, the amendment will
be left pending.
Senator Wentworth sent Committee Amendment 38 by Madla and moved
that it not be recommended for inclusion in the floor amendment;
without objection, the amendment will not be recommended.

Wentworth moved that it be recommended for inclusion in the
