MINUTES Friday, July 18, 2003 12:00 p.m. Senate Chamber Senator Ogden's Desk ***** Pursuant to suspension of Senate Rule 11.18, a public hearing of the Senate Infrastructure Development and Security Committee was held on Friday, July 18, 2003, in the Senate Chamber at Senator Ogden's desk at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Steve Ogden Senator Rodney Ellis Senator Gonzalo Barrientos Senator Bob Deuell Senator Jon Lindsay Senator Frank Madla Senator Florence Shapiro Senator Eliot Shapleigh Senator Jeff Wentworth ***** The chair called the meeting to order at 11:35 a.m. There being a quorum present, the following business was transacted: At 11:37 a.m. Senator Barrientos assumed the chair. The chair laid out SB 52, relating to the expenditure of funds on rail facilities by the Texas Department of Transportation, and recognized the author, Senator Ogden, to explain the pending bill. Senator Ogden moved that SB 52 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent. The chair laid out SCR 3, memorializing the secretary of the United States Department of Homeland Security to designate a university-based center for homeland security in the State of Texas and recognized the author, Senator Ogden, to explain the bill. Senator Ogden moved that SCR 3 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nay, 0 present not voting, and 1 absent. At 11:39 a.m. Senator Ogden resumed the chair. There being no further business, at 11:40 a.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.
