MINUTES Friday, September 19, 2003 10:45 a.m. or upon adjournment Senator Ogden's Desk, Senate Chamber ***** Pursuant to a notice posted in accordance with Senate Rule 11.18, a public hearing of the Senate Infrastructure Development and Security Committee was held on Friday, September 19, 2003, in the Senate Chamber, at Senator Ogden's Desk, at Austin, Texas. ***** MEMBERS PRESENT: MEMBERS ABSENT: Senator Steve Ogden Senator Bob Deuell Senator Gonzalo Barrientos Senator Florence Shapiro Senator Rodney Ellis Senator Jon Lindsay Senator Frank Madla Senator Eliot Shapleigh Senator Jeff Wentworth ***** The chair called the meeting to order at 10:45 a.m. There being a quorum present, the following business was transacted: At 10:45 a.m. Senator Shapleigh assumed the chair. The chair laid out HCR 11, urging U.S. Department of Homeland Security to designate a university-based center for homeland security in the State of Texas, and recognized the Senate sponsor, Senator Ogden, to explain the bill. Senator Ogden moved that HCR 11 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 2 absent. The chair laid out HB 2, relating to the construction, acquisition, financing, maintenance, management, operation, ownership, and control of transportation facilities and the progress, improvement, policing, and safety of transportation in the state; making appropriations, and recognized the Senate sponsor, Senator Ogden, to explain the bill. Senator Ogden moved that HB 2 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nay, 0 present not voting, and 2 absent. At 10:47 a.m. Senator Ogden resumed the chair. There being no further business, at 10:47 a.m. Senator Ogden moved that the Committee stand recessed subject to the call of the chair.
