         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Infrastructure Development and Security was held on Tuesday,  
         April 13, 2004, in the Capitol Extension E1.030 at Austin,  
         Texas.

         A joint hearing of the Senate Infrastructure Development and  
         Security Committee and the Senate Finance Committee was held.  
         Chairmen Staples and Ogden shared presiding duties. 
          
         Chairman Staples called the Senate Infrastructure Development  
         and Security Committee to order at 9:01 a.m. Vice-Chair  
         Zaffirini called the Senate Finance Committee to order at 9:01  
         a.m. The following business was transacted:  
         The Committees heard invited testimony on Infrastructure  
         Development and Security Committee's charge 6:  "Study and  
         report on the distribution of federal funds to Texas through the  
         Governor's Office, state agencies, and directly to local units  
         of government for homeland security measures, including but not  
         limited to, public health and welfare, safety, awareness, and  
         the subsequent use of any funds that might be awarded. Make  
         recommendations relating to the development of a method for  
         tracking this information across jurisdictions and state  
         programs. Evaluate the allocation and efficient use of future  
         federal funds to the state and local governments and identify  
         opportunities to enhance current state funding for homeland  
         security and other measures," and Senate Finance Committee's  
         charge relating to Funding for Homeland Security: 
         "Monitor and report on the amount and uses of federal homeland  
         security dollars in Texas appropriated through the Governor's  
  
         Office and directly to local governments."  Witnesses  
         registering and/or testifying on these interim charges are shown  
         on the attached list. 
         At 9:10 a.m. the clerk called a joint roll of both Committees.   
         A quorum was present for both the Senate Infrastructure  
         Development and Security Committee and the Senate Finance  
         Committee. 
          
         Invited testimony resumed. 
          
         At 12:06 p.m. the Chairman moved that the Senate Infrastructure  
         Development and Security Committee stand in recess until 1:15  
         p.m., without objection, it was so ordered. 
          
         At 12:07 p.m. Senator Ogden moved that the Senate Finance  
         Committee stand in recess until 1:45 p.m., without objection, it  
         was so ordered.
