         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on  
         Infrastructure Development and Security was held on Thursday,  
         October 28, 2004, in the City Commission Chambers located at  
         1300 West Houston Avenue, 3rd Floor, McAllen, Texas.

         The Chairman called the meeting to order at 1:06 p.m.  The  
         following business was transacted:   
          
         At 1:11 p.m., the Chairman laid out Infrastructure Development  
         and Security Interim Charges 1, 2, 3, 4, 5, 6 and 7.  He then  
         opened them to invited as well as public testimony.  Witnesses  
         registering and/or testifying are shown on the attached list.   
          
         Senator Hinojosa, representing Texas Senate District 20, present  
         at 1:25 p.m. 
          
         At 3:40 p.m. Senator Wentworth assumed the chair.  
          
         At 3:42 p.m. Chairman Staples resumed the chair.   
          
         At 4:20 p.m. the Chairman asked if anyone present wished to  
         register and/or testify, none being heard, invited as well as  
         public testimony on  interim charges 1, 2, 3, 4, 5, 6 and 7 was  
         closed. 
          
         There being no further business, at 4:22 p.m. Chairman Staples  
         moved that the Committee stand recessed subject to the call of  
  
         the chair.  Without objection, it was so ordered.
