Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Standing Senate Subcommittee on
Base Realignment and Closure was held on Wednesday, April 2,
2003, in the Betty King Committee Hearing Room, 2E.20, at
Austin, Texas.

Chairman Shapleigh called the meeting to order at 7:08 p.m.
There being a quorum present, the following business was
transacted.
Chairman Shapleigh welcomed everyone to the organizational
hearing and make opening remarks. Chairman Shapleigh laid out
the Subcommittee rules. Senator Madla moved to adopt the rules;
without objection, it was so ordered.
After completing the Subcommittee's organization business, the
chair laid out SB 1295 and recognized the author, Senator Van de
Putte, to explain the bill. The chair laid out SJR 49 and
recognized the author, Senator Van de Putte, to explain the
accompanying resolution to SB 1295. Mr. Ed Davis, representing
City of San Antonio, testified in favor of the bill. Mr. Thomas
R. Rumora, representing the Brooks Development Authority
testified in favor of the bill. Mr. Bob Rasmussen, representing
the Greater Kelly Development Authority, testified in favor of
the bill. The Honorable Mayor Ed Garza, representing the City
of San Antonio, testified in favor of the bill. At the request
of Senator Van de Putte, public testimony was left open. In
addition, at the request of Senator Van de Putte, Senator
Shapleigh moved that both SB 1295 and SJR 49 be left pending;
without objection, it was so ordered.
The chair laid out SB 1143 and recognized the author, Senator
Madla, to explain the bill. Senator Madla sent up Committee
Amendment 1 and moved adoption; without objection, the amendment
was adopted. Mr. Ed Davis, representing the City of San
Antonio, testified in favor of the bill and responded to
questions by the Chair. Bob Rasmussen, representing Greater
Kelly Development Authority, testified in favor of the bill and
responded to questions by the Chair. The Honorable Mayor Ed
Garza, representing the City of San Antonio, testified in favor
of the bill. The chair moved that the public testimony be
closed; without objection, it was so ordered. Senator Madla
requested unanimous consent to roll the amendment into a
committee substitute; without objection, it was so ordered.
Senator Madla then moved that the committee substitute be
adopted; without objection, it was so ordered. Senator Madla
moved that SB 1143, as amended, be reported back to the full
Committee on Veteran Affairs and Military Installations with the
recommendation that it do pass and be printed. The motion
carried with a record vote of 2 ayes, 0 nay, 0 present not
voting, and 1 absent.

Madla, to explain the bill. Senator Madla sent up a committee
substitute; the chair recognized Senator Madla to explain the
difference between the committee substitute and the bill as
filed. Mr. Jim Campbell, representing the City of San Antonio,
testified in favor of the bill and responded to questions by the
Chair. The Honorable Mayor Ed Garza, representing the City of
San Antonio, testified in favor of the bill. Mr. Gary
Patterson, representing East Central ISD, registered in favor of
the bill but did not testify. Mr. Thomas M. Rumora,
representing the Brooks Development Authority, registered in
favor of the bill but did not testify. The chair moved that the
public testimony be closed; without objection, it was so
ordered. Senator Madla moved adoption of the committee
substitute; without objection, it was so ordered. Senator Madla
moved that SB 1565 do not pass but that CSSB 1565 be reported
back to the full Committee on Veteran Affairs and Military
Installations with the recommendation that it do pass and be
printed. The motion carried with a record vote of 2 ayes, 0
nay, 0 present not voting, and 1 absent.
At 7:46 p.m. Senator Madla assumed the chair.
The chair laid out SB 1439 and recognized the author, Senator
Shapleigh, to explain the bill. Senator Shapleigh sent up a
committee substitute; the chair recognized Senator Shapleigh to
explain the difference between the committee substitute and the
bill as filed. Their being no witnesses for, on or against, the
chair moved that the public testimony be closed; without
objection, it was so ordered. Senator Shapleigh moved adoption
of the committee substitute; without objection, it was so
ordered. Senator Shapleigh moved that SB 1439 do not pass but
that CSSB 1439 be reported back to the full Committee on Veteran
Affairs and Military Installations with the recommendation that
it do pass and be printed. The motion carried with a record
vote of 2 ayes, 0 nay, 0 present not voting, and 1 absent.
At 8:05 p.m. Senator Shapleigh resumed the chair.
There being no further business, at 8:08 p.m. Senator Shapleigh
moved that the Committee stand recessed subject to the call of
the chair. Without objection, it was so ordered.
