         Pursuant to suspension of Senate Rule 11.18, a  public hearing  
         of the Standing Senate Subcommittee on Base Realignment and  
         Closure was held on Wednesday, April 16, 2003, in the Betty King  
         Committee Hearing Room, 2E.20, at Austin, Texas.

         Senator Eliot Shapleigh                 Senator Troy Fraser

         The Chair called the meeting to order at 3:57 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Madla moved adoption of the minutes from the previous  
         hearing held on April 2, 2003; without objection, it was so  
         ordered.   
          
         The posting rule, Senate Rule 11.18, was suspended to hear the  
         following bill(s): SB 1295.  Senator Madla sent up a committee  
         substitute; the chair recognized Senator Van de Putte to explain  
         the difference between the committee substitute and the bill as  
         filed.  Senator Madla moved adoption of the committee  
         substitute; without objection, it was so ordered.  Senator Madla  
         moved that SB 1295 do not pass but that CSSB 1295 be reported  
         back to the full Committee on Veteran Affairs and Military  
         Installations with the recommendation that it do pass and be  
         printed.  The motion carried with a record vote of 2 ayes, 0  
         nay, 0 present not voting, and 1 absent.   
          
         There being no further business, at 4:03 p.m. Senator Shapleigh  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
