         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Subcommittee on The Lease Of  
         State Water Rights was held on Thursday, December 18, 2003, in  
         the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 10:16 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Senator Duncan motioned that the Committee request, in writing,  
         that the Commissioner of the General Land Office not take any  
         final action on any water proposal until the Committee has  
         examined all the scientific data currently being obtained and  
         has made its final recommendations.  Without objection, it was  
         so ordered. 
          
         The Chair laid out the proposed Committee rules and moved  
         adoption.  Without objection, it was so ordered. 
          
         There being no further business, at 10:40 a.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
