         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Workers'  
         Compensation, Select Interim was held on Thursday, April 29,  
         2004, in the Capitol Extension, Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 1:04 p.m. The following  
         business was transacted: 
          
         At 1:07 p.m., the Chairman laid out Committee charge 2 and 3  
         jointly.  After a few opening remarks, invited testimony began.   
         Attached is the list of witnesses testifying and/or registering. 
          
         The Chairman also wanted to point out that joining the committee  
         on the dias today is Texas Representative Burt Solomons. 
          
         At 1:11 p.m. roll was called.  There being a quorum present, the  
         testimony resumed on Committee charges 2 and 3.         
          
         At 1:11 p.m. Chairman Staples asked adoption of the Committee's  
         March 25, 2004 hearing minutes, the motion was seconded by  
         Senator Nelson.  Hearing no objection the minutes were adopted. 
          
         Senator Madla present at 1:26 p.m. 
          
         At 2:25 p.m. Senator Madla assumed the chair.  
          
         At 2:27 p.m. Senator Staples resumed the chair.   
          
         At 3:21 p.m. Senator Nelson assumed the chair.   
          
         At 3:25 p.m. Senator Staples resumed the chair.    
          
         At 5:21 p.m. the Chairman, after hearing all invited witnesses,  
         left charges 2 and 3 open. 
          
         At 5:22 p.m. the Chairman recessed the hearing, subject to the  
         call of the Chair.
