         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Interim Committee on Higher  
         Education was held on Thursday, October 23, 2003, in the Capitol  
         Extension, Room E1.036, at Austin, Texas.

         The chair called the meeting to order at 1:15 p.m.  There being  
         a quorum present, the following business was transacted:   
          
         Chair welcomed members of the Committee and made opening  
         remarks. Each of the committee members were invited to make  
         opening remarks and give background information on their higher  
         education experience. 
          
         Senator Zaffirini moved adoption of the committee rules, without  
         objection, the rules were adopted.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  The chair moved that the public testimony be  
         closed; without objection, it was so ordered.   
         There being no further business, at 4:15 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
