         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Interim Committee on Higher  
         Education was held on Tuesday, January 20, 2004, in the Capitol  
         Extension, E1.030, at Austin, Texas.

         The chair called the meeting to order at 9:07 a.m.  There being  
         a quorum present, the following business was transacted:   
                                             
         Witnesses testifying and registering on financial aid are shown  
         on the attached list.   
          
         At 11:16 a.m. Representative Morrison assumed the chair.   
          
         At 11:26 a.m. Senator Shapiro resumed the chair.   
          
         At 12:05 p.m. Representative Morrison assumed the chair.   
         There being no further business, at 12:12 p.m. Representative  
         Morrison moved that the Committee stand recessed subject to the  
         call of the chair.  Without objection, it was so ordered.
