         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Interim Committee on Higher  
         Education was held on Tuesday, May 18, 2004, in the John H.  
         Reagan Building, Room 140, at Austin, Texas.

         The chair called the meeting to order at 9:15 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         Witnesses testifying and registering on the overview of the  
         Texas Higher Education Coordinating Board are shown on the  
         attached list.   
          
         At 10:12 a.m. Representative Morrison assumed the chair.   
          
         At 11:00 a.m. Senator West assumed the chair.   
          
         At 11:08 a.m. Representative Morrison assumed the chair.   
          
         At 11:15 a.m. Senator Shapiro resumed the chair.   
          
         Witnesses testifying and registering on the Texas Council of  
         Public University Presidents and Chancellors are shown on the  
         attached list.   
  
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.  
          
         There being no further business, at 12:14 p.m. Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
