         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Select Committee on Public  
         School Finance was held on Thursday, November 6, 2003, in the  
         House Appropriations Committee Room E1.030 at Austin, Texas.

         The chair called the meeting to order at 10:06 a.m.  There being  
         a quorum present, the following business was transacted:          
          
         The chair made opening remarks and welcomed the members of the  
         Committee.   
          
         Witnesses testifying and registering on the issue of school  
         reform are shown on the attached list.   
          
         At 11:18 a.m. Representative Grusendorf moved that the committee  
         stand at ease until 1:30 p.m; without objection, it was so  
         ordered.

         At 1:33 p.m. the Committee reconvened.   
          
         At 1:35 p.m. Representative Grusendorf resumed the chair.   
  
         Witnesses testifying and registering on best practices in  
         schools are shown on the attached list.   
          
         At 2:24 p.m. Senator Shapiro assumed the chair.   
          
         At 2:26 p.m. Representative Grusendorf resumed the chair.   
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         There being no further business, at 4:00 p.m. Representative  
         Grusendorf moved that the Committee stand recessed subject to  
         the call of the chair.  Without objection, it was so ordered.
