         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Joint Select Committee on Public  
         School Finance was held on Thursday, December 4, 2003, in the  
         House Appropriations Committee Room, E1.030 at Austin, Texas.

         The chair called the meeting to order at 10:09 a.m.  There being  
         a quorum present, the following business was transacted:  
          
         The chair made opening remarks and welcomed the members of the  
         Committee.   
          
         Witnesses testifying and registering on the tax overview and the  
         franchise tax are shown on the attached list.  
          
         At 11:17 a.m. Representative Grusendorf assumed the chair.    
          
         At 11:55 a.m. Representative Grusendorf moved that the committee stand at ease for ten minutes; without objection, it was so  
         ordered.   
          
         At 12:14 p.m. the Committee reconvened.   
          
         Witnesses testifying and registering on a sales tax expansion, statewide property tax and business gross  
  
         receipts tax are shown on the attached list.   
          
         At 3:40 p.m. Senator Lucio, Jr. assumed the chair.   
          
         At 3:43 p.m. Representative Grusendorf resumed the chair.   
          
         Witnesses testifying and registering on a split roll tax option and an income tax are shown on the attached list.   
          
         The chair moved that the testimony be closed; without objection, it was so ordered.   
          
         There being no further business, at 5:47 p.m. Representative Grusendorf moved that the Committee stand  
         recessed subject to the call of the chair.  Without objection, it was so ordered.
