Amend HB 2 as follows:                                                       

	Strike Sections 2A.04, page 69, line 6, through 2A.09, page 

73, line 16.  Strike Section 2A.17 on page 83, lines 8 through 17.

	Add a new Section 2A.04 to read as follows:                                    

	SECTION 2A.04.  Section 21.207(b), Education Code, is amended 

to read as follows:

	(b)  The hearing must be conducted in accordance with rules 

adopted by the board.  If the proposed nonrenewal is for a necessary 

reduction in personnel due to a financial exigency or program 

change adopted by the board, the hearing may by conducted before a 

hearing examiner pusuant to rules adopted by the board, provided 

that the board is provided a transcript of the hearing and proposed 

findings of fact and conclusions of law before the board makes a 

final decision on the proposed nonrenewal.  The board may use the 

process established under Subchapter F.
