Amend CSHB 3 on page 3, line 25, by inserting the following 

between "biennium" and the period: ", less any amount by which the 

comptroller determines that the amount of state revenue necessary 

to provide for the support and maintenance of the system of public 

free schools required by Section 1, Article VII, Texas 

Constitution, in the succeeding state fiscal biennium will exceed 

the amount of state revenue appropriated for that purpose for the 

current biennium."
