Amend CSHB 3 by inserting the following section appropriately 

numbered and renumbering subsequent sections as applicable: 

	Sec. 22.27, Tax Code, is amended by adding new subsection 

(c-1) to read as follows:

	(c-1)  An administrative or judicial proceeding in which 

confidential information is disclosed pursuant to subsection (b) or 

Section 22.31 shall be closed to the public unless all parties to 

the proceeding and the persons described in subsection (b)(2) 

consent to public access. Notwithstanding the provisions of this 

subsection, an administrative proceeding conducted by a panel of an 

appraisal review board is not considered to be a deliberation of 

public business by the appraisal review board.
