AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

C.S.H.B. 1 appropriates money out of available money in the state treasury for the support, maintenance, or improvement of the Texas Education Agency (TEA) and directs the Legislative Budget Board to make necessary adjustments to the provisions in the legislation and the rider provisions contained in S.B. 1, 79th Legislature, Regular Session, 2005.

 

C.S.H.B. 1 also specifies that appropriations made in Article IX, Section 13.18 of S.B. 1, 79th Legislature, Regular Session, 2005, from the general revenue fund, general revenue dedicated accounts, and general revenue related funds are reduced under certain circumstances.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Appropriates specific sums of money for the Texas Education Agency (TEA) out of any funds in the state treasury not otherwise appropriated.  Sets forth certain riders.

 

SECTION 2.  APPROPRIATIONS REDUCTIONS.  (a)  Provides that, if this Act takes effect immediately, appropriations made in Article IX, Section 13.18 of S.B. 1, 79th Legislature, Regular Session, 2005, from the general revenue fund, general revenue dedicated accounts, and general revenue related funds are reduced by the amount of appropriations made in Section 1 of this Act from the same sources.

 

(b)  Sets forth certain actions that occur if this Act does not receive the vote necessary for immediate effect and this Act takes effect on the 91st day after the last day of the legislative session.

 

SECTION 3.  EFFECTIVE DATE.  Effective date: upon passage or the 91st day after adjournment.
