AUTHOR'S/SPONSOR'S STATEMENT OF INTENT

 

C.S.S.B. 6 appropriates out of any funds in the state treasury not otherwise appropriated, or out of special funds as indicated, money for the support, maintenance, or improvement of the designated agencies and institutions of education.  This bill amends Article III, S.B. 1, Acts of the 79th Legislature, Regular Session, 2005, by adding appropriations for the Texas Education Agency, the Teacher Retirement System, Texas A&M University – Kingsville, Texas Tech University Health Sciences Center, a contingency appropriation for tuition revenue bonds,  and to the extent necessary gives all riders under the bill pattern of the agency full force and effect. 

 

Article IV, S.B. 1, Acts of the 79th Legislature, Regular Session, 2005, is amended by adding appropriations relating to compensation of state judges contingent on passage of H.B. 11 or similar legislation by the 79th Legislature, First Called Session.

 

Article V, S.B. 1, Acts of the 79th Legislature, Regular Session, 2005, is amended by adding appropriations for the Texas Military Facilities Commission.

 

C.S.S.B. 6 also reduces appropriations made in Article IX, Section 13.18 of S.B. 1, Acts of the 79th Legislature, Regular Session, 2005.

 

RULEMAKING AUTHORITY

 

Rulemaking authority is expressly granted to the comptroller of public accounts in SECTION 2 of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Appropriates specific sums of money for the Texas Education Agency, the Teacher Retirement System, Texas A&M University – Kingsville, Texas Tech University Health Sciences Center, and state agencies of higher education out of any funds in the state treasury not otherwise appropriated.  Makes certain additional appropriations under this section, contingent upon the passage of certain legislation in the first called session.

 

SECTION 2.  Appropriates specific sums of money for the judiciary, contingent upon passage of H.B. 11, out of any funds in the state treasury not otherwise appropriated.

 

SECTION 3.  Appropriates specific sums of money for the Texas Military Facilities Commission, out of any funds in the state treasury not otherwise appropriated.

 

SECTION 4.  Appropriates specific sums of money for the "College for Texans" specialty license plate, out of any funds in the state treasury not otherwise appropriated.

 

SECTION 5.  Amends Article II, S.B. 1, Acts of the 79th Legislature, Regular Session, 2005 (General Appropriations Act), by appropriating specific sums of money for the Department of Rehabilitative Services under this section, contingent upon the passage of certain legislation in the first called session. 

 

SECTION 6.  Authorizes the Health and Human Services Commission to use specific sums of money under this section to reimburse the University of Houston for certain contract services.

 

SECTION 7.  Provides that the appropriations made in Article IX, Section 13.18 of S.B. 1, 79th Regular Session, 2005, from the general revenue fund, general revenue dedicated accounts, and general revenue related funds are reduced by certain amounts. 

 

SECTION 8.  EFFECTIVE DATE.  Effective date: upon passage.
