H.R. No. 40 



R E S O L U T I O N
	WHEREAS, Robert L. Collins, Jr., of Abilene, known as "Bob" 
by family and friends, celebrated his 50th birthday on May 31, 2005; 
and
	WHEREAS, Mr. Collins was born on May 31, 1955, in Biloxi, 
Mississippi, to Mr. and Mrs. Robert L. Collins, Sr., of Valdosta, 
Georgia; and
	WHEREAS, Bob attended Valdosta State College where he studied 
criminal justice, participated in the United States Air Force ROTC, 
and most importantly, found his life mate, Renee Brown; and
	WHEREAS, He chose to enlist in the United States Air Force 
where he began his career in the area of personnel work but later 
was given the opportunity to connect his college interest in 
criminal justice to the Air Force Office of Special Investigations, 
where as a special agent he investigated a variety of crimes ranging 
from domestic crimes, such as rape, drug abuse, and child abuse, to 
foreign crimes, including espionage and the black market; and
	WHEREAS, He has traveled to many parts of the world due to his 
service in the United States Air Force, including Ankara, Turkey; 
Ft. Walton Beach, Florida; Plain Dealing, Louisiana; Valdosta, 
Georgia; Biloxi, Mississippi; Wiesbaden, Germany; Riverside, 
California; San Antonio, Texas; Abilene, Texas; and many other 
places on temporary duty and missions to which he was assigned; and
	WHEREAS, Mr. Collins was given several special assignments 
throughout his investigative career of protective service for 
various important people, including Caspar Weinberger, several 
Ukrainian dignitaries, and the U.S. T.W.A. 843 crew members in the 
Iranian hijacking during the mid-1980s, as well as former President 
Ronald Reagan; and
	WHEREAS, He retired from the United States Air Force in 1996 
after serving his country for 21 years and decided to make his home 
in Abilene with his wife, Renee, and their three children, Bobby, 
Shannon, and Stacey; and
	WHEREAS, Mr. Collins currently pastors Isaiah 58 Ministries, 
a benevolent ministry for the working poor and homeless, and hopes 
to expand to provide not only food but academic assistance through 
vocational and educational training; and
	WHEREAS, His wife and children join him in his love for his 
country and his appreciation of life, liberty, and the pursuit of 
happiness but most importantly for his dedication to serving the 
Lord Almighty; now, therefore, be it
	RESOLVED, That the House of Representatives of the 79th Texas 
Legislature honor Robert L. "Bob" Collins, Jr., on the occasion of 
his 50th birthday and extend to him best wishes on this memorable 
day; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for Mr. Collins as an expression of high regard by the 
Texas House of Representatives.
