R E S O L U T I O N
WHEREAS, Hector Delgado of El Paso is celebrating his 53rd
birthday in 2005, and this occasion provides a fitting opportunity
to recognize this outstanding Texan for his myriad achievements;
and
WHEREAS, Born on August 11, 1952, Mr. Delgado attended public
schools in El Paso and graduated with highest honors from The
University of Texas at El Paso with a bachelor's degree in business;
he earned his doctorate of jurisprudence from The University of
Texas School of Law and further distinguished himself with six
months of active duty and six years as a reservist with the U.S.
Naval Reserve; and
WHEREAS, A licensed attorney, certified public accountant,
and tax law specialist, Mr. Delgado began his career as a CPA with
KPMG Peat Marwick before entering the field of law in 1980; the
founding shareholder of Delgado, Acosta, Braden & Jones, P.C., and
the current resident senior shareholder of the firm's Dallas
office, he represents several of the largest industrial and
business groups in northern Mexico with U.S. investments and
acquisitions, as well as a number of American, European, and Asian
companies that have expanded into the Mexican market; he has earned
a reputation for being one of the most recognized authorities in
U.S./Mexico cross-border transactions, and he has been honored with
membership in the Texas Bar Foundation, listed in The Best Lawyers
in America, named as one of the Texas Lawyer "Go To Lawyers" for
International Law, and awarded the highest professional ratings
from the Martindale-Hubbell Law Directory; and
WHEREAS, Despite his many responsibilities, Mr. Delgado has
further benefitted his professional and civic communities through
his membership with the Dallas, El Paso, American, and Texas-Mexico
Bar Associations, the State Bar of Texas, the American Association
of Attorney-Certified Public Accountants, the Greater Dallas
Hispanic Chamber of Commerce, and the El Paso Leadership and
Research Council; moreover, he served as a gubernatorial appointee
to the Texas Commission on Alcohol and Drug Abuse and the governing
board of the Texas Department of Economic Development and currently
works as a member of the Federal Judiciary Advisory Group and the
State Finance Commission governing board; and
WHEREAS, With his outstanding record of professional
accomplishments and a circle of admiring friends, colleagues, and
family members, Hector Delgado indeed has reason to celebrate on
this special occasion; now, therefore, be it
RESOLVED, That the House of Representatives of the 79th Texas
Legislature, 1st Called Session, hereby congratulate Hector
Delgado on his 53rd birthday and extend to him warmest best wishes
for the future; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Delgado as an expression of high regard by the
Texas House of Representatives.
