SENATE RESOLUTION NO. 5
WHEREAS, The Senate of the State of Texas is pleased to
recognize Dr. Richard Van Ness Homan, who is stepping down as
vice president for Clinical Affairs and dean of the School of
Medicine at Texas Tech University Health Sciences Center; and
WHEREAS, Since joining the Texas Tech University Health
Sciences Center as a member of the faculty in 1989, Dr. Homan has
held a number of administrative positions prior to his
appointment as dean of the School of Medicine in 2001 and as vice
president for Clinical Affairs in 2003; and
WHEREAS, Dr. Homan holds a medical degree from The State
University of New York at Buffalo School of Medicine; he is board
certified in family practice and holds additional certificates
of qualifications in geriatric medicine and sports medicine; and
WHEREAS, As vice president for Clinical Affairs, Dr. Homan
has managed all clinical activities among the schools in the
Health Sciences Center; his responsibilities have also included
management of a $96 million Texas Department of Criminal Justice
contract to provide medical services to 37,000 patients in 108
counties in West Texas; and
WHEREAS, In his position as dean of the School of Medicine,
he has served as chief academic officer and manager of all
activities across all four campuses in Lubbock, El Paso,
Amarillo, and Odessa; he has also served as chief executive
officer of the $250 million operating budget for the School of
Medicine and Faculty Practice Plan; and
WHEREAS, Renowned for his outstanding work as a clinician,
educator, researcher, and administrator, Dr. Richard Homan has
been a tremendous asset to the Texas Tech University Health
Sciences Center and the West Texas community, and his leadership
will be greatly missed; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
79th Legislature, 1st Called Session, hereby commend
Dr. Richard Van Ness Homan for his significant accomplishments
and his many contributions to the Texas Tech University Health
Sciences Center and to this state and extend to him best wishes in
his future endeavors at Drexel University College of Medicine;
and, be it further
RESOLVED, That a copy of this Resolution be prepared for
him as an expression of high regard from the Texas Senate.
