SENATE RESOLUTION NO. 133
In Memory
of
William Billings Lecznar
WHEREAS, The Senate of the State of Texas joins the citizens of San Antonio in mourning the loss of William Billings Lecznar, who died May 21, 2005, at the age of 83; and WHEREAS, Born September 17, 1921, to Catherine B. Olszowa and Frank S. Lecznar in Greenfield, Massachusetts, Bill attended Massachusetts State College until called into service by the United States Army Air Corps for World War II, where he participated in the aviation psychology program; and WHEREAS, Bill completed his bachelor of science degree from Massachusetts State College in 1946, and he received a master's degree in educational psychology from The University of Texas at Austin in 1951; and WHEREAS, In 1947, Bill began working at the United States Air Force Personnel Research Laboratory in San Antonio as a civilian research psychologist; during his civil service career, he earned numerous awards, including the Air Force Systems Command Merit Award, the Air Force Recruiting Service Commendation, and the United States Air Force Superior Performance Award; and WHEREAS, Bill was active in numerous professional organizations, including the American Psychological Association, the American Personnel and Guidance Association, the National Council on Measurement in Education, and the American Educational Research Association; and WHEREAS, Since 1984, Bill had volunteered as a docent at the Institute of Texan Cultures, interpreting historical scenes for visitors; he especially enjoyed interacting with schoolchildren on field trips; and WHEREAS, A man of strength and compassion, Bill gave generously of himself to others, and his warmth and valued counsel will not be forgotten by those who knew him; he leaves behind memories that will be cherished forever by his family and many friends; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 79th Legislature, 1st Called Session, hereby extend sincere condolences to the bereaved family of William Billings Lecznar: his wife of 56 years, Margaret; his sisters and brothers-in-law, Constance and Luis Czelusniak and Dorothy and Donald Bell; his sisters-in-law, Margaret Kern and Betsy Davis; and his many nieces and nephews; and, be it further RESOLVED, That a copy of this Resolution be prepared for the members of his family as an expression of deepest sympathy from the Texas Senate, and that when the Senate adjourns this day, it do so in memory of William Billings Lecznar.
